A bill that would legalize the recreational use of cannabis by adults, create a regulatory framework for cannabis products, expunge cannabis-related convictions is moving through both the House and the Senate.  Senator Lindsey Port, DFL-Burnsville, sponsors the bill in the Senate, and she joins Capitol Report moderator Shannon Loehrke to describe the proposal.

He joins Shannon to describe the need to modernize driver education offerings, and he outlines his reservations with cannabis legalization.

Also in the program, Governor Tim Walz signs into law a bill that restores the voting rights of convicted felons once they leave prison, and Governors Mark Dayton and Tim Pawlenty testify on behalf of the University of Minnesota Medical School.
