All Aboard! This coming Friday commuters can ride Norfolk's light rail trains, also known as The Tide. According to HRT figures, around 70% of its bus ridership is African American - will those numbers translate to The Tide? Will this new form of transportation provide an opportunity that could ultimately lead to an economic improvement in the black community?
