CAPS (Companion Animal Protection Society) is the only National organization dedicated to stopping the cruelty of puppy mills and pet shops. The Inspector General's Office asked them to draft a list of needed changes at the USDA based on a CAPS report of non-enforcement of abuse safeguards. Their investigative evidence gets results in cruelty/abuse cases, earning them a voice when States draft legislation.
